Many partially sighted viewers report that a very dark (or black) background with white text is the most legible combination. This can also look visually appealing on appropriate sites.

There is nothing more annoying than a black background and pink or some other neon colored font on a webpage! Best practice is to use a light background, such as white, or tan and dark font, it's easier to read and better for visitor retention!
