I've been able to survive the Florida summer in a small apartment with a ceiling fan, plus a small portable floor fan. Difficult at times, but doable. Some people live on their sailboat, enjoying the breeze.

I have a small bar on Gulf Coast. Our bill was crazy in the summer. Turns out that they bill not only by what we used but our "peak demand" for the month. By installing some solar it immediately reduced our peak demand during the hottest summer days.

Install a solar panel. Do it yourself, it will be much cheaper. Use one small panel to start a pump moving water through the main panel. You will have the initial outlay but years of free hot water.
