Tip 3 on Google, Link Farms, and Links: It is wise to increase the numbers of links to your site. HOWEVER, do NOT make the increase in dramatic steps. So, if you have 20 back-links, then DO NOT the next day buy or get 2,000 links! It will only harm you

Google hates link farms or any list that has no other purpose than to create links. Google hates them so much that sites get removed from the index if they're associated with link farms or act as spammers.

Check out the Google Webmaster Guidelines. You'll be surprised that it is fairly easy to "do the right thing"... That also means you will probably not have to worry too much about any future Google "slap" affecting your site rankings.

Agreed. Overly agressive link-building can hurt you for months on end - even if all other aspects of your site are honest. If you are punished; let it HEAL over time rather than try to FIX it. Focus your energies on a new site or blog in the interim.

Its better to just schedule back linking into your daily tasks and do a couple a day, they add up pretty quick. You'll start to feel the juice sooner then later with no worries.
